Responses to questions will be provided as soon as practical. Response times will vary depending upon the complexity of the question.
CoServ will provide a load forecast to RFP Respondents with a fully executed Appendix C: Confidentiality Agreement. CoServ will consider Proposals for quantities up to 100% of its load obligation
CoServ recognizes that the current status of some projects may not allow for a March 1, 2023 contract start date. Therefore, CoServ will consider proposals with a contract start date no later than December 31, 2025. Facilities achieving COD are eligible for this RFP.
Unfortunately, due to the truncated timeline for this RFP and limited resources, CoServ will not be able to evaluate and respond to any requests for edits to Appendix C: Confidentiality Agreement.
If your company does not have an active enabling agreement with CoServ, or if an existing enabling agreement is not the appropriate method of execution, what is your expectation for contract execution. For example, for solar proposals, a preferred method of execution may be a PPA.
CoServ will consider proposals for Distributed Energy Resources as long as they meet the required minimum quantity of 25 MW in aggregate.
CoServ will consider proposals for Distributed Energy Resources as long as they meet the required minimum quantity for thermal generation of 50 MW.
A confidentiality agreement is not required to submit a proposal.
CoServ will accept a late Appendix A: NOI, but requests prompt submittal.

Per the CoServ RFP Schedule, the final selection will be made on or before December 5, 2022. At that time, if an energy-only block(s) product is selected, the Respondent will be asked to refresh pricing given market movement from the Phase 2 Proposal Submission Deadline. Any Phase 2 proposal refresh deemed to be inconsistent with, and not aligning with, market increases from the initial submission deadline may be disqualified.
The preference is for proposals to satisfy the entirety of CoServ’s obligations. CoServ will consider proposals that are for less than the entirety of obligations. Please identify if a proposal is for full or partial of CoServ’s obligations. If a proposal is for partial, please identify which components are not included.
CoServ will consider Super Peak proposals for HE13-20 during the 5×16 and during the 7×16. However, Please specify if a submitted proposal for Super Peak represents HE13-20 during the 5×16 or during the 7×16. Please represent such proposals as HE13-20 (5x) and/or HE13-20 (7x). Respondents may submit Super Peak proposals containing HE13-20 during the 5×16 and HE13-20 during the 7×16. Please note that CoServ does have a slight preference for the 7x Super Peak product.
